I'm not a water person, but Ypao Beach park is a nice place to watch the ocean. Food and activities, other than swimming, are bring your own. Chronic dysfunctional restrooms which can be a bummer.

Huge parking area, big park, playground for kids, pet-friendly, and lots of friendly people. The beach has clear and shallow waters which is safe for most ages. There’s a lifeguard on duty. Many places for meetups and picnics—very family friendly park & beach!
